The Defence Services Command and Staff College (DSCSC) successfully hosted the Diners’ Club for Term Three of Course No 20 on 29 September 2026 at the Officers’ Mess. The event brought together the Commandant, Deputy Commandant, Wing Heads, Faculty, Permanent Staff, Local and Foreign Course Participants, along with a nine member delegation from the United States Embassy in Sri Lanka. The distinguished U.S. delegation included the Deputy Chief of Mission, Honourable David Myers, and the Senior Defence Official and Defence Attaché, Lieutenant Colonel Matthew House. The evening provided an important platform for professional interaction, intellectual exchange and fellowship.
The distinguished Guest Speaker for the evening was Lieutenant General Joel B. Vowell, Deputy Commanding General for U.S. Army Pacific, who delivered an insightful address on ‘United States Army Pacific’s Ready Forward Posture and Professional Development’. His address provided valuable perspectives on the evolving strategic and security environment in the Indo-Pacific, the importance of forward posture and the professional development of military leaders in responding to emerging operational challenges.
Lieutenant General Vowell shared insights drawn from his extensive operational and strategic experience, including command and staff appointments across the United States, the Middle East and the Indo-Pacific region. His experience in senior operational and strategic assignments provided Course Participants with valuable perspectives on leadership, professional military education and the requirements of operating in an increasingly complex security environment.
The session was further enriched by an engaging question and answer session, during which Faculty Members and Course Participants interacted with the Guest Speaker on matters related to regional security, military professionalism and contemporary operational challenges.
At the conclusion of the event, the Commandant presented mementoes to the Deputy Chief of Mission, Honourable David Myers, Lieutenant General Joel B. Vowell and the Senior Defence Official and Defence Attaché, Lieutenant Colonel Matthew House, in appreciation of their distinguished presence and valuable contributions to the academic programme of the College.
The Diners’ Club of Term Three exemplified the DSCSC’s continued commitment to promoting professional military education, strategic dialogue, intellectual development and fellowship among officers of the tri-services and friendly foreign nations.
