The Defence Services Command and Staff College organized its maiden ‘Counterterrorism Symposium on Sri Lanka’s Experience’ on 14 October 2024, focusing on the unique experiences in Humanitarian Operation 2006 – 2009. This symposium discussed the genesis of LTTE terrorism, theoretical approaches to Counterterrorism, and the collaborative approach taken by Sri Lanka’s security forces, including Army, Navy, Air Force, Police and Civil Defence Force. This whole-of-government and whole-of-society effort underscored that effective Counterterrorism requires not only military action but also community involvement and support.

A key focus was the analysis of Counterinsurgency principles applied during the conflict and the lessons learned. Course Participants gained valuable insights into the strategies, tactics, and operational approaches that led to the LTTE’s defeat in 2009. This symposium emphasized the need for doctrinal evaluation and continuous adaptation to enhance the effectiveness of modern Counterterrorism efforts.
