The ceremonial Graduation Ceremony of the Defence Services Command and Staff College (DSCSC) Course No 16 was held at Nelum Pokuna Mahinda Rajapaksa Theatre on 08 December 2022, with the gracious presence of Hon. Ranil Wickremesinghe, the Executive President of the Democratic Socialist Republic of Sri Lanka as the Chief Guest.
Along with the Chief Guest, the Chief of Staff and Senior Advisor to the President on National Security Mr.Sagala Rathnayake, the Secretary to the Ministry of Defence, Chief of Defence Staff, Commanders of the Tri-Forces, members from the diplomatic corps and Prominent invitees who represented both local and foreign forces together with distinguished academia added more colour and glamour to the occasion.
Delivering the convocation address, the President emphasized on the most strategic position of our motherland in the Indian Ocean. He also extended his profound thanks to Major General Lasantha Rodrigo RSP psc IG, the Commandant of DSCSC for his immeasurable contribution to the progression of the college.
The Course No 16 was commenced on 05 January 2021 and concluded on 08 December 2022. A total of 149 Officers comprising of 76 Officers from the Sri Lanka Army, 26 Officers from the Sri Lanka Navy, 25 Officers from the Sri Lanka Air Force, and 22 foreign Student Officers representing Bangladesh, India, Indonesia, Maldives, Nepal, Oman, Pakistan, Rwanda, Saudi Arabia, and Senegal and Zambia were graduated on this occasion.
End of the address, memento was handed over to the President by the Commandant to mark his presence as the Chief Guest. Further, members of the Board of Management of the DSCSC along with their respective ladies and former Commandants of the Army Command and Staff Collage (ACSC) and DSCSC Members of the Academia, Senior Officers of the Tri Services, spouses and parents of the graduates too participated the event.
Officers were evaluated on common criteria in both qualitative and quantitative facets and 3 different levels of special awards were awarded to most outstanding graduates of each service who have excelled in academic achievements with vital analytical skills and demonstrated ability to perform, achieve, and excelled in scholastic approach of the course No 16, while performing leadership roles with self-confidence, persistence and comradeship skills.
Golden Owl Award
The “Golden Owl” Award was presented to recognize the most outstanding Sri Lankan Student officer and foreign Student officer of each Wing. Officers are evaluated on a common criteria to establish the order of merit within a wing to discern the most outstanding Officer of that wing.

“Commandants Honours” Award is presented to officers who obtain the highest aggregate in the overall grading and outstanding performances displayed during the entire course of training.

Golden Pen Award
The Golden Pen Award was presented to the student officer who produces the best commandant’s research paper from the three wings. The recipient was bestowed with a luxurious fountain pen of Cross brand, which is a unique piece of writing instrument to inspire grater deeds by its recipient.

The Defence Services Command and Staff College especially settings the enhancement of the careers in the fields of Defence and Strategic Studies by guiding individuals towards Master degree of MSc (D & SS) affiliated to General Sir John Kotelawala Defence University. Further, to enhance research on security and Defence developments in the global. The Defence Services Command and Staff College has published 7th edition of Security Journal publication consisting of scholarly articles in the field of security. In addition to that, “Owlet” the publication about the DSCSC Course No 16 was presented to the President on the occasion by the Commandant of DSCSC.
The DSCSC conveys its warmest greetings and congratulations to all the new graduates for their hard-earned academic credentials, and it welcomes all of them to its great fraternity to shoulder the future challenges of the mother Lanka. The DSCSC also congratulates all the foreign Students graduated at this convocation and conveys its greetings to their loved ones as well as their respective nations. The college enjoys the humble pride of being an agent for strengthening Sri Lanka’s friendly and cordial relations with those countries through this educational partnership, and it is looking forward to strengthening its network further as a globally recognized university of a unique nature.
